etc Design ltd have been appointed to develop concept proposals for a new combined fire and police headquarters, in Hereford City Centre and submit a planning application for the scheme, which was then invited to submit for a World Architecture News award.

The vacant site is within the Edgar Street Grid, adjacent Hereford FC stadium, with a mix of different building types and styles in the vicinity. The site has a few challenges, being liable to flooding and the proposed new link road which will cut across the site.

The design of the scheme responds to a rich local context and the councils Design Framework for the Edgar Street Grid, including key building precedents, a conservation area and listed buildings. The design creates a key visual landmark for what is seen as an important gateway into the city.

The site layout has been designed to set up the right mix of accessibility and security for the buildings users, creating a public space as part of the Edgar Street frontage and clearly distinguished public and private spaces.

etc Design Ltd have worked in conjunction with Hereford Fire and Rescue Service and West Mercia Police, together with Cushman Wakefield and WSP Parsons Brinckerhoff to develop the proposals, culminating in the submission of an outline planning application.
